We are seeking a Workload Model Analyst (Operations and Policy Analyst 4) to join our Office of Reporting, Research, Analytics, and Implementation (ORRAI). ORRAI is within the ODHS Director’s Office and in this role, you will work closely with research analysts, economists, systems analysts, program managers and project managers.

The Workload Model Analyst is responsible for developing and implementing staff and workload models across the agency and external service delivery areas. In this role you will lead the data analysis efforts to assess programmatic impacts and coordinate data collection activities for ODHS’ statewide workforce.

Summary of Duties

As a Workload Model Analyst you will:

Evaluate currently existing documentation and develop new documentation outlining data, and technical and analytical details involving workload models.

Lead the analysis of data to determine where appropriate model adjustments are required and make recommendations to steering committees and agency leadership.

Analyze and present measurable impacts on external organizations and local government entities effected by the workload model changes.

Consult with and coach management regarding staffing impacts of decisions, critical risk areas, and labor relation issues pertaining to staffing assumptions.

Lead and assist in the development of other ODHS workload models in central and shared supports.

Coordinate with field services staff from all program areas to ensure data consistency/accuracy, messaging, and results.

Chair and facilitate steering committees and other governance boards comprised of both internal and external stakeholders directly related to workload models.

Lead the process of surveying staff for biennial model validations. This includes survey development and focus group facilitation.

Lead on launching and troubleshooting surveys to gather workload model data from field staff.

Analyze and make recommendations through consultations with senior leadership across the agency regarding how best to develop and maintain staff allocation models.

Represent ODHS and external partner organizations throughout the legislative process by presenting workload analysis and recommendations to DAS-Budget and Management (BAM) and the Legislative Fiscal Office (LFO).

Explain issues and effects of proposed legislation and complete bill analysis.

Read, interpret and analyze legislative requests and bills impacting staffing levels.

Support external vendors, to the degree that ODHS continues to develop workload models with the assistance of contractors.

Minimum Qualifications

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Demonstrated experience managing large, multi-component projects: Experience includes planning, executing, and closing projects while overseeing various interconnected components, such as data modeling, systems implementation, policy analysis, and partner engagement. Experience managing projects and oversee all moving pieces and aligning them toward successful project completion.

Exceptional written and verbal communication skills with the ability to convey complex technical information clearly and effectively to diverse audiences.

Proven ability to manage changing timelines and effectively prioritize tasks in a fast-paced and evolving work environment while maintain high standards of quality and accuracy.

Experience applying statistical methodologies to develop practical solutions, such as designing staff task sampling for time studies.

Working Conditions

Your work will have a hybrid work format that includes some work that can be conducted remotely and office environment with cubicles.

High level of electronic audio/visual/computer hardware equipment usage.

Position may require travel as needed.
