THIS POSITION IS OPEN TO CURRENT RESIDENTS OF COLORADO ONLY

This position will have hybrid workplace options available but will still be required to report to the Denver office address 3 times per week or as required by the supervisor.

This position exists to lead the Organizational Development and Training team within the Colorado Department of Labor and Employment (CDLE), ensuring alignment with the organization’s strategic priorities, values and culture. This position provides high-level analysis of organizational development, training, and consulting needs, incorporating data-driven insights to identify trends and opportunities for improvement. The role also evaluates the effectiveness of training and development programs and their impact on employee engagement, leadership effectiveness, and organizational success.

In addition to training and development, this role is a key driver of organizational development initiatives, including change management, employee engagement, and leadership development. The position partners with senior leadership, the other teams in Human Resources, the Department of Personnel and Administration (DPA), the Governor’s Office of Information Technology (OIT), and CDLE’s communications department to enhance internal communication strategies, support cultural transformation efforts, and drive performance management initiatives. It also plays a critical role in coaching leaders to strengthen leadership capabilities and improve team performance.

This position is responsible for supervising and managing daily operations of the unit, fostering team growth through one-on-one coaching, mentoring, and team meetings. It leads organization as well as statewide training and organizational development initiatives, in partnership with DPA., ensuring alignment with internal and external programs. Additional responsibilities include budget management, procurement of training and development services, management of the administration of the State of Colorado (SOC) Learning Management System (in collaboration with OIT), and consulting with other divisions to support workforce development and continuous learning.

MINIMUM QUALIFICATIONS:

Experience Only:

Nine (9) years of relevant experience in an occupation related to the work assigned to this position to include the following:

Training delivery and facilitation:

Experience training adults at an organizational level in a professional business setting, in both instructor-led classroom and web-based environments.

Ability to adapt facilitation techniques to different learning styles and engagement levels.

Instructional design and curriculum development

Hands-on experience designing, developing and implementing training programs using adult learning principles (e.g. ADDIE, SAM).

Ability to create engaging instructional materials for in-person, virtual, and e-learning formats.

Organizational development and change management

Experience supporting change initiatives by designing and delivering learning and communication interventions

Ability to partner with senior leadership to assess organizational needs and recommend strategies for employee engagement and development.

Learning program and project management

Managed multiple learning programs or initiatives from development through evaluation.

Ability to scope, set timelines, allocate resources, and measure program effectiveness.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years

Preferred Qualifications:

Leadership and team management:

Experience leading, coaching and developing a team of learning professionals.

Proven ability to foster a positive team culture and manage performance effectively.

Learning Technologies and LMS administration

Experience managing and administering a Learning Management System, ideally Cornerstone.

Proficiency with learning technologies, authoring tools, and virtual training software (e.g. Articulate, Zoom)

Experience performing similar duties as a classified State of Colorado employee.

Performance management strategy and implementation

Experience leading an organization’s performance management strategy. Including goal setting, feedback processes and evaluation frameworks.

Coaching and leadership development

Experience coaching leaders at various levels to enhance their effectiveness and drive team performance

Ability to provide guidance on leadership best practices, communication, and employee engagement

Stakeholder engagement and cross-functional collaboration

Experience working closely with leaders, subject matter experts and key stakeholders to align learning programs with business goals.

Strong relationship management and communication skills to influence at all levels of an organization.

Learning analytics and performance measurement

Ability to collect and analyze training and performance data to measure impact.

Experience using evaluation models such as Kirkpatrick’s Four Levels of Evaluation.

Familiarity with WCAG 2.1 and/or 508 accessibility standards
