Job Summary

This position is in the Business Services Unit of the Department of Community Services, and reports to the Administrative Services Manager.

Under general supervision, the Financial Management Analyst, Sr. analyzes and maintains financial and accounting functions and related activities in compliance with local, state, and federal regulations in support of the mission, core values and purposes of Department of Community Services and the county.

The person in this position will be responsible for assisting in the development of annual work plans and pipeline budgets, reviewing budgets and financial reports for accuracy, and other ad hoc financial requests, as needed. Using strong interpersonal and communication skills and additional analytical skills, the incumbent will develop and maintain positive relationships with colleagues, partners, and customers with a strong focus on customer service.

This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.

Qualifications

Education and Experience:

Bachelor’s degree or higher in Business Administration or a related field and a minimum of three years of substantial and responsible experience in financial analysis, budgeting, auditing or a related field. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts may be required at the time of hire. Experience in publicly funded social services and/or low-income affordable housing is preferred.

Plans, oversees, and carries out projects including direction and coordination of assigned staff

Experience in developing performance measures and outcome-based contracts

Experience using spreadsheet, data base, and word processing software

Strong analytical, written and oral communication skills.

Strong customer service and communication skills

Experience in grant accounting and administration, risk analysis, preparation for state audits/monitorings and working with community-based non-profits and public entities

Experience working directly with people from diverse communities including but not limited to racial, ethnic , and socioeconomic backgrounds. Experience in helping to create programs that address inequities amongst diverse populations.

Ability to flex communication style to multiple cultural environments

Excellent written and verbal communication skills, and ability to communicate and to audiences from diverse communities including but not limited to racially, ethnically, and socioeconomically diverse communities

Knowledge of: Performance and outcome-based operations for social service programs; program development and evaluation; LEAN principles in waste reduction and increasing value to customers; research methods and information sources; relevant computer-based systems and applications; principles and techniques of project management; federal and state grant and program regulations, including HIPAA; and 0MB circulars; and local government operations, GAAP, GASB and GAGAS, preferred.

Ability to: Analyze and solve complex problems and explain results in writing; prepare a variety of written reports; interpret, apply, and explain Federal, State and local policies, procedures, laws, and regulations and incorporate them into terms and conditions for subcontracts; establish and maintain effective working relationships; meet deadlines established by granting agencies, including application and reporting deadlines for multiple grants; coordinate with other units (program, finance, contracts) for procurement processes, contract planning, establishing outcomes, and desk review/onsite monitoring; track work, responsibilities and deadlines; work independently in a fast paced environment, managing a heavy workload.

Examples of Duties

Duties may include but are not limited to the following:

Gathers and analyzes quantitative and qualitative information to support organizational planning and resolution of issues.

Prepares complex internal and external financial reports and financial recommendations.

Provides financial and accounting support to the program funding sources

Oversight and approvals for purchase orders and invoice payments.

Coordination with Grant Accounting Specialists, Program Assistant, program staff, program management and funding agency staff

Contract monitoring for fiscal compliance of federal and state grants and program regulations, including 2 CFR Part 200 and local government operations

Fiscal monitoring by examining contractors’ audits, financial statements and interviews plus onsite monitoring and site reviews of providers

Interprets, applies, and explains Federal, State and local policies, procedures, laws, and regulations and incorporate them into terms and conditions for subcontracts

Year-end financial reconciling, creating schedule of expenditures of federal awards (SEFA), and budget coordination within the department and finance department

Re-budgeting within award parameters through grant cycles. Advises and assists senior executives and managers.

Devise and implement innovations and refinements in the budget process to meet agreed upon goals; create and apply a variety of computer applications to facilitate the budget process; establish budget timetable, write instructions, design forms.

Work with the County Manager, Department Director, Program Managers, County Budget and Finance Directors, and/or other department directors and division managers to identify goals and objectives for the budget process and other major projects.

Provide technical direction and assistance to department and program managers in the preparation of budget submissions.

Work with department management to gain an understanding of operations, practices and needs to evaluate budget proposals and resolve problems; review all proposed budget amendments for consistency of policy and procedures.

Analyze the financial and efficiency impacts of budget proposals and program plans; prepare revenue forecasts.

Provide technical assistance as needed to contracted providers in need of improvement in areas relating to finance and budget monitoring as needed.

Provide consultation and technical assistance to department managers and staff regarding contract monitoring.

Participate in Department staff development activities and initiatives, to include furthering implementation of Department Strategic Plan, and efforts to improve delivery of services to the community.
