Job Description:

The Montana Department of Transportation (MDT) is recruiting three Human Resource Generalists in Helena. The Human Resources Generalist partners with leadership and manages the day-to-day operations of human resources for Helena Headquarters. The HR Generalist manages the application of the human resources policies, procedures, and programs to ensure consistency and compliance with federal, state, and collective bargaining contracts. This position consults, advises, and partners with management on personnel issues, contract interpretation, performance management, recruitment and selection, discipline, drug testing, workforce development, employee relations, training, worker’s compensation and safety. This position serves as the human resources subject matter expert and primary resource for the district. This position reports to the Human Resources Manager and does not supervise others.

Required Education and Experience:

Human Resource Generalist Level 1

Associate degree in Human Resources, Communications, Business, or Public Administration, or a closely related field; and

Two (2) years of human resources experience.

Alternate qualifications may be considered. Experience may substitute for education.

Human Resource Generalist Level 2

Bachelor’s Degree in Business or Public Administration, Human Resources, Communications or a closely related field; and

Three (3) years of human resources related experience.

Alternative qualifications may be considered. Experience may substitute for education.

Knowledge, Skills, and Abilities:

HRG 1

This position requires knowledge of MDT’s Recruitment and Selection Policy, Union Contracts, and Records Retention policy. Will be required to read and have knowledge of specific state policies, and union contracts.

Requires basic knowledge of the principles and practices of Human Resources processes. This includes interpreting state and federal employment laws; personnel information; and the needs and business operations of the MDT.

HRG 2

The position requires an advanced knowledge of the principles and practices of Human Resource Management and Public Administration. This includes knowledge of state and federal employment laws; labor relations; drug testing; laws and rules governing labor-management relations; contract negotiation techniques.

The position requires knowledge of business and management principles involved in strategic planning, leadership techniques, and coordination of people and resources. The position requires knowledge of behaviors and performance, individual differences in ability, personality, and interests; learning and motivation; and assessment.

The successful candidate must pass a name-based background investigation as a condition of employment.

Driver’s record will be verified. Successful applicants will be required to sign a release form which authorizes the Department to obtain the applicant’s permanent driving records.
