Job Purpose:

Under limited supervision, this position will serve as the drinking water, recreational water, and private well programs team leader for the BRLS Midlands Columbia office. You will perform assigned inspections, evaluations, and sampling for the BRLS Midlands Columbia office, as required by the Bureau of Water drinking water, recreational water, and private well programs. Perform supervisory and training duties. Provide subject matter expertise on the drinking water, recreational water, and private well programs.

Job Duties:

Implement the drinking water, recreational water, and private well programs for the BRLS Midlands Columbia office and statewide. Support management in planning, monitoring, scheduling, and auditing staff performance, accuracy, and workload distribution and program needs. Complete Employee Management Performance System documents and other administrative requirements in a timely manner. Perform all duties to ensure staff meet their MBOs.

Conduct sanitary survey inspections to determine compliance with public drinking water systems per the Bureau of Water Drinking Water Program and in accordance with the regulations, the Sanitary Survey Manual, and SCDES standard operating procedures. Conduct sampling of public drinking water systems according to the Bureau of Water frequency schedule and sites. Daily calibration, standardization, field analysis and sampling to be conducted with strict adherence to SCDES standard operating procedures. Clean and maintain equipment to ensure they are in good working condition.

Conduct compliance, follow-up, and final inspections of recreational water operations to determine compliance applicable regulations, permits, and per the Bureau of Water Recreational Water Program and in accordance with the regulations, SCDES standard operating procedures.

Respond to complaints concerning drinking water, recreational waters, and private wells. Evaluate the potential causes, initiate corrective actions, or contact responsible parties to ensure the complaint is resolved in a timely manner. Monitor progress of corrective actions taken to solve problems causing unsatisfactory reports. Initiate enforcement actions where appropriate. Ensure proper and timely disposition of complaints.

Provide expert level technical assistance to the regulated community and public when necessary or requested. Post public notices and advisories at facilities and public locations. Provide subject matter expertise, technical assistance, and training to staff to ensure an optimal level of knowledge, skills, and abilities to meet program objectives and maintain a high level of customer service.

Perform other duties as required, which includes, but is not limited to, attending periodic staff meetings and training.

Minimum and Additional Requirements

A master’s degree in the natural or physical sciences or related technical field and (1) one year of environmental health or related experience

OR a bachelor’s degree in the natural or physical sciences or related technical field and (2) two years of environmental health or related experience.

OR an associate’s degree in the natural or physical sciences or related technical field and (4) four years of environmental health or related experience;.

OR a high school diploma and six (6) years of environmental health or related experience.

Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:

Ability to bend, climb, and stoop in order to take samples and conduct inspections.

Ability to access non-traditional work environments.

Able to lift up to 50 pounds.

Able to travel throughout the state to complete job duties

Able and willing to work in all weather conditions.

Able to make visual observations of facilities, samples, plans, specifications, and reports.

Able to wear the required safety equipment as needed, including, but not limited to, hard hats, safety glasses, and safety boots.

Able to distinguish between color variations.

Able to conduct field tests using delicate instruments and chemicals requiring steady hands.

Able to walk on complex terrain

May require:

Daily travel throughout the state.

Occasional overnight travel.

Participation on the Environmental Response Team and is subject to on call or call back 24/7.

Preferred Qualifications

Experience or knowledge in drinking water protection and sanitation and thorough knowledge of applicable state and federal drinking water laws and regulations.

Knowledge of environmental health regulations.

Data management skills.

Proficiency with Microsoft office professional (Word, Excel, PowerPoint, Access).

Experience using tablets and other electronic equipment in a field environment.

Demonstrated ability to prioritize and manage time effectively.
