About the job

Skylight is partnering with the Department of Homeland Security’s (DHS) new Customer Experience Directorate (CXD) to accelerate the adoption of human-centered, customer-centric service delivery practices across the department.

As the Design Learning and Development Manager for DHS CXD, you will design, deliver, and manage training programs to cultivate a new generation of human-centered design (HCD) and CX practitioners across various DHS components, including TSA and FEMA. Your efforts will directly enhance DHS’s ability to deliver better user and customer experiences to the communities it serves.

What you’ll do

Design and develop effective training programs, in alignment with the strategic direction of DHS OCIO CXD and the training needs of the enterprise

Plan and implement experiential learning and development initiatives, such as training sessions and workshops

Acquire or develop effective learning materials and resources, in collaboration with other CX and design experts

Evaluate and measure the effectiveness of training programs through assessments and feedback collection

Maximize the use of technology-based solutions to enhance learning and to streamline the administration of training programs (e.g., tracking skills development progress)

Continually research and stay informed about the latest learning and development trends, methodologies, and technologies to ensure training programs are innovative and effective

Provide guidance, mentorship, and support to DHS employees seeking to build their CX and HCD skills

What we’re looking for

Minimum qualifications

Ability to assess training needs

Ability to design and deliver tailored training programs using instructional and experiential design techniques for adult learners

Ability to employ training evaluation techniques to measure the effectiveness of training programs

Ability to leverage learning and development technologies in creative and impactful ways

Strong organizational, administrative, and project management skills

Excellent presentation and facilitation skills

Excellent communication and interpersonal skills

Ability to collaborate and build relationships with multiple stakeholders

Ability to travel occasionally to Springfield, Virginia

Ability to work successfully within a professional services environment (e.g., can communicate effectively with clients)

Passionate about creating better public outcomes through great government services

A mindset and work approach that aligns with our core values

Ability to travel for work from time to time

Nice-to-have qualifications

Active federal public trust clearance

Experience working as a Defense contractor

Prior experience working in the civic tech space

Experience working in a remote-team environment

You may be required to complete a company background check successfully.

Some of our available roles are on federal contracts that require a degree or additional years of experience as a substitute.

We want to give you the most competitive salary possible. After all, you deserve it! To that end, we use the results of our interview process to determine what salary is most appropriate given your current level of seniority. For a Design Learning and Development Manager at Skylight, the current salary ranges are as follows:

Senior Design Learning and Development Manager: $150,000–$185,000

Staff Design Learning and Development Manager: $170,000–$203,000

Principal Design Learning and Development Manager: $180,000–$230,000
